UTILITY USERS TAX
As approved by Voters, the Utility Users Tax (UUT) is a 5.75% charge on utility activity in Moreno Valley. The tax is assessed on
electricity, energy, water, sewer, cable, wireless and telephone charges. In 2008, the UUT, by direction of City Council and by
action of the City’s voters, was reduced from 6% to 5.75% and modernized the definitions of taxable services. Since that time,
UUT revenues have been relatively consistent and helped sustain the City during the last recession. The City’s UUT is the third
largest revenue source. Annual UUT revenue is projected to be approximately $17.5 million primarily based on utility usage of
existing businesses in the City. Staff projects this will remain relatively flat annually.
